Army Submits Gravesite Study of Arlington National Cemetery

Secretary of the Army John McHugh released today to Congress the results of a year-long effort to ensure accountability of gravesites and records at Arlington National Cemetery (ANC). McHugh submitted the report in accordance with Public Law 111-339, which directed the Army to provide an accounting of gravesites at ANC, and put in place a plan of action for any discrepancies which may be found.

“The management team I put in place has now conducted the most comprehensive review and meticulous accounting of gravesites in Arlington National Cemetery’s 147 year history,” McHugh said. “They have examined every available record, physically counted every gravesite on the cemetery’s grounds, and created a digital record of every headstone and niche cover.”

McHugh said this report is the latest in a series that shows the Army’s commitment to and success in improving management and oversight at ANC. The Army’s inspector general recently reported that “significant progress has been made in all aspects of the cemetery’s performance, accountability and modernization.” The Government Accountability Office -- also directed to submit reports in accordance with Public Law 111-339 -- similarly noted that the Army “has taken positive steps to address management deficiencies at Arlington and has implemented improvements across a range of areas.”

The cemetery’s Gravesite Accountability Task Force reconciled existing records and conducted a physical identification of gravesites -- counting every marker in the cemetery and photographing each headstone and niche cover. They have completed nearly 200,000 cases, and validated those gravesites without any burial discrepancies in evidence.

Comprised of Army soldiers and civilians, the task force was charged with physically identifying every gravesite and niche cover, cross-referencing each with all available records, identifying discrepancies, applying appropriate corrective actions and developing standardized procedures that can be instituted into the daily operations of the cemetery.

“With the critical support of Congress and the American people, the task force’s significant work has resulted in a far more detailed and thorough understanding of Arlington’s records and living history than at any time since its inception during the Civil War in 1864,” said Kathryn A. Condon, executive director of the Army National Cemeteries Program. “This comprehensive effort will create a set of proven procedures that will ensure the accountability of all current and future gravesites. While remarkable progress has been made this far, additional work is required.”

The gravesite accountability effort resulted in the first-ever review, analysis and coordination of all Arlington records that included more than 14 decades of varying records. The end result will be a single database that will serve as the authoritative record at Arlington National Cemetery.

The task force compared the photos for 259,978 headstones and niche covers in the cemetery against more than 510,000 records. Based upon its review, the task force validated 195,748 cases, and Arlington is currently completing the validation of 64,230 cases requiring additional review.

The Army is strengthening both accountability of gravesites and oversight of cemetery operations, identifying discrepancies and administrative errors, and taking immediate corrective action. The Army has defined new accountability processes, standards and technology, established a rigorous training program and gathered valuable best practices and lessons learned that are now being integrated into the Arlington’s daily operations.

As remaining cases are validated and resolved, Arlington’s leadership focus will shift to its plan for the future, having integrated the best practices from the task force into daily operations. With this plan in place, the next era at Arlington will be defined as one of modernization, transparency and accountability, with the goal of connecting the American people to Arlington’s rich living history.

Among the national cemeteries in the United States, Arlington National Cemetery is unique. It is the only national cemetery that routinely holds graveside services and provides full military honors for eligible veterans. It is a national and active military shrine, hosting 4.1 million visitors annually, as well as ceremonial functions involving heads of foreign countries and other high level dignitaries. As the second largest cemetery in the country, Arlington National Cemetery oversees approximately 27-30 funeral services per day, five days a week. On Saturdays, the cemetery holds services for which military honors are not required or requested.

Pretrial Wraps Up for Alleged Document Leaker

FORT MEADE, Md., Dec. 22, 2011 – The prosecution and defense rested today after delivering their closing statements in the Article 32 hearing of a soldier charged with leaking hundreds of thousands of classified documents.

Today’s session, which adjourned at about 10:30 a.m., wrapped up eight days of pre-trial proceedings in the case against Army Pfc. Bradley E. Manning that began Dec. 16.

An Article 32 hearing, often compared to a civilian grand jury, is a pretrial hearing to determine if grounds exist for a general court martial, the most serious of courts martial.

The investigating officer, Army Lt. Col. Paul Almanza, now has until Jan. 16 to issue his recommendations to the Special Court Martial Convening Authority, a Military District of Washington spokesperson told American Forces Press Service.

Alamanza may ask for an extension, if needed, the official said.
His report will recommend that the case be referred to a court martial, or that some or all of the charges against Manning be dismissed.

The Special Court Martial Convening Authority, Army Col. Carl Coffman, will then provide Alamanza’s recommendation to the General Court Martial Convening Authority, and indicate whether he concurs with it, the MDW official said.

Manning, an intelligence analyst, is suspected of leaking military and diplomatic documents to the whistle-blowing website WikiLeaks in what officials believe is the biggest intelligence leak in U.S. history.

WikiLeaks, in turn, released thousands of these documents, including classified records about the wars in Iraq and Afghanistan, on its website last year.

At the time, then-Defense Secretary Robert M. Gates and other senior defense officials condemned the organization’s actions, claiming the act put deployed service members at an increased risk.

The Article 32 hearing marked 24-year-old Manning’s first appearance in a military court since his arrest in Iraq in May 2010.

He faces more than 20 charges alleging he introduced unauthorized software onto government computers to extract classified information, unlawfully downloaded it, improperly stored it, and transmitted the data for public release and use by the enemy.

The charge of aiding the enemy under Article 104 of the Uniformed Code of Military Justice is a capital offense; however, the prosecution team has said it won’t recommend the death penalty, a legal official said.

If convicted of all charges, Manning would face a maximum punishment of life in prison. He also could be reduced to E-1, the lowest enlisted grade, face a total forfeiture of all pay and allowances and dishonorable discharge, officials said.

KANDAHAR AIR FIELD, Afghanistan, Dec. 21, 2011 – Eight U.S. soldiers deployed to southern Afghanistan were charged today in connection with the death of a fellow soldier, military officials reported.

Army Pvt. Danny Chen, an infantryman assigned to Company C, 3rd Battalion, 21st Infantry Regiment, 25th Infantry Division, died Oct. 3, officials said. His body was found in a guard tower with an apparent self-inflicted gunshot wound.

The Army has charged eight of Chen’s fellow soldiers in connection with his death:

-- 1st Lt. Daniel J. Schwartz

-- Staff Sgt. Blaine G. Dugas

-- Staff Sgt. Andrew J. Van Bockel

-- Sgt. Adam M. Holcomb

-- Sgt. Jeffrey T. Hurst

-- Spc. Thomas P. Curtis

-- Spc. Ryan J. Offutt, and

-- Sgt. Travis F. Carden

All of the accused are assigned to Company C, and posted to Combat Outpost Palace in southern Afghanistan, officials said.

Schwartz is charged with eight counts of dereliction of duty.

Dugas is charged with one count in violation of a lawful general regulation, four counts of dereliction of duty, and one count of making a false official statement.

Van Bockel is charged with two counts in violation of a lawful general regulation, three counts of dereliction of duty, four counts of maltreatment, one count of involuntary manslaughter, one count of assault consummated by battery, one count of negligent homicide, and one count of reckless endangerment.

Holcomb is charged with four counts of violation of a lawful general regulation, two counts of dereliction of duty, two counts of maltreatment, one count of destruction of military property, one count of involuntary manslaughter, two counts of assault consummated by battery, one count of negligent homicide, one count of reckless endangerment, and one count of communicating a threat.

Hurst is charged with two counts of violation of a lawful general regulation, two counts of dereliction of duty, two counts of maltreatment, one count of involuntary manslaughter, one count of assault consummated by battery, one count of negligent homicide, and one count of reckless endangerment.

Curtis is charged with two counts of violation of a lawful general regulation, one count of dereliction of duty, six counts of maltreatment, one count of involuntary manslaughter, four counts of assault consummated by battery, one count of negligent homicide, and one count of reckless endangerment.

U.S.-South Korean Consults Follow Kim’s Death

WASHINGTON, Dec. 19, 2011 – U.S. officials are carefully watching the situation on the Korean Peninsula in the wake of news that North Korean dictator Kim Jong-il has died.

Kim died Saturday of a massive heart attack, according to a North Korean government release. Kim Jong-eun, the “Dear Leader’s” youngest son, is expected to replace him.

President Barack Obama consulted with South Korean President Lee Myung-bak last night. They discussed the situation on the Korean Peninsula following the death of Kim Jong-il, according to a White House read-out of the call.

“The president reaffirmed the United States’ strong commitment to the stability of the Korean Peninsula and the security of our close ally, the Republic of Korea,” according to the read out. “The two leaders agreed to stay in close touch as the situation develops and agreed they would direct their national security teams to continue close coordination.”

U.S. leaders have been in constant contact with South Korean and Japanese allies since Kim’s death was announced, White House spokesman Jay Carney said.

Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, told reporters traveling with him in Germany that the allies have not seen any change “in North Korean behavior of a nature that would alarm us.”

Speaking broadly, the general said he is concerned about the transition, but there have been no changes to the alert readiness for U.S. forces on the peninsula. South Korean officials announced their armed forces are on a higher level of alert.

U.S. and South Korean leaders quickly established a network “to discuss this issue and to determine what we could do to contribute to understanding what might happen next,” Dempsey said.

“It is my expectation … that he will be the successor,” the chairman said. “We’ve gone to significant effort to understand, and I would only say at this point that he is young to be put in this position and we will have to see if it, in fact, is him and how he reacts to the burden of governance that he hasn’t had to deal with before.”

Kim Jong-il took over from his father Kim Il-sung in 1994. It was the first case of a son taking over for a father in a communist nation. In 2010, he announced his youngest son would succeed him.

North Korea has developed nuclear weapons and missile technology, U.S. officials have said. It is a pariah among nations in that it has actively sought to export nuclear and missile technology even as up to a million North Koreans are believed to have starved to death.

Task Force Assesses Likely Impact of bin Laden’s Death

FORWARD OPERATING BASE SHARANA, Afghanistan, May 2, 2011 – News of Osama bin Laden’s death raced through the tents and plywood buildings that make up the headquarters of the 101st Airborne Division’s 4th Brigade Combat Team here this morning.

Within minutes of the president’s televised announcement brigade leaders met this morning in their daily battle update briefing, and soldiers checked in by cell phone with buddies on other parts of the base: “OK, just wanted to be sure you heard.”

Task Force Currahee is on its second deployment to Afghanistan, responsible for counterinsurgency operations in Paktika province. Soldiers here smiled as they discussed the death of the terrorist responsible for murdering nearly 3,000 Americans and other nations’ citizens in the Sept. 11, 2001, attacks in the United States.

Army Maj. Rob Born, brigade operations officer, said bin Laden’s death won’t require the task force to change its operations significantly.

“The assessment was in many ways, he was more of a symbolic, moral and figurative leader than he was involved in the command and control of day-to-day operations,” Born said. “I think we will find out whether or not that hypothesis was true, and what the impact is.”

He said the task force will analyze the effects of the al-Qaida leader’s death within its area of operation over the coming days and weeks.

“We definitely expect and anticipate retaliatory attacks,” he said. “[But] if they’re hasty and not well planned, it’s not going to work out well for the insurgents.”

Born said bin Laden’s death is a validation of the nation’s efforts to combat terrorism.

“I think it’s a tremendous achievement,” he said. “It shows that persistence and attention to detail, agility, flexibility, working together with special operations forces and the intelligence community – it pays off.”

The positive demonstrations outside the White House and in New York City during Obama’s announcement were encouraging, Born said.

“It just shows that the American public is really engaged in what’s going on, and they take pride in the achievements of their armed forces,” he said. “That really was the best thing that I saw.”

Army Capt. David McKim, the brigade’s assistant intelligence officer, termed bin Laden’s death an example of how his profession operates.

“That’s truly how it does work for us,” he said. “Things don’t happen instantly, sometimes. A lot of our successes take time to build.”

He said for his shop, the mission in Regional Command East remains finding the enemy in Paktika and protecting the soldiers and population.

Enemy forces the task force faces in Paktika are not necessarily closely linked to al-Qaida, McKim said, though many in Regional Command South are.

Insurgents in Paktika are likely to respond to bin Laden’s death in one of two ways, McKim said: their morale could suffer, or their activities could increase in retaliation.

The al-Qaida leader’s death comes at a time when I think everybody had given up,” he said. “They thought, ‘He’s either dead, or we’re not going to find him.’ But that’s how things work in our business – you don’t know when.”

The fact that the military did find bin Laden “gives you that justification that yes, we are doing the right things,” McKim said.

In the overall counterinsurgency campaign, McKim said, bin Laden’s death is a powerful counter to enemy propaganda, which claimed America would never capture him.

There is no likely successor to bin Laden who will have the same stature, McKim said.

“He was tall, he spoke very eloquently, … [he had] power, influence, money,” the intelligence officer said. “Granted, there are lots of other bad guys out there that will try to take his place.”

Other insurgents may now think twice about attacking U.S. and coalition forces, he said.

“I think this is definitely a good thing,” McKim said.

Submariners Give Rare Glimpse Into 'Silent Service'


ABOARD THE USS RHODE ISLAND, Aug. 23, 2010 - On a recent sun-soaked morning hundreds of miles off Florida's Atlantic coast, this Trident ballistic missile submarine surfaced for an unusual operation.

About a dozen journalists, many representing the military, watched from a contracted 250-foot support vessel as the sleek, black back of the submarine ascended above gentle waters in the open ocean and maneuvered alongside the boat. With just a few feet separating the two vessels and a Coast Guard cutter on watch, the support boat's crew extended a catwalk bridge from its deck over to the Rhode Island.

A pod of dolphins played in the wake below as the journalists hobbled quickly over to the submarine. "Keep moving! Keep moving!" a submariner shouted, as a slowdown easily could lead to a foot or leg getting caught and injured, or causing a "man overboard" situation.

After exchanging quick greetings with the attending crew, the journalists climbed in turn through the hatch and down the steep, narrow ladder into the belly of the sub.

The Aug. 16 media visit offered a rare glimpse into what is known as "the silent service," the community of Navy submariners who man and control the vessels that carry weapons under the sea. Journalists were invited to embed on the Trident after a military-commissioned survey showed that Americans know less about the Navy than the other services, and even less about submarines and those who serve on them, Lt. Rebecca Rebarich, public affairs officer for Submarine Group 10 at King's Bay Naval Base, Ga., said.

The visit also coincided with increasing media attention on the submarine community following two major changes in Navy policy earlier this year: lifting the ban on women serving on submarines, and ending smoking on subs. The Navy chose 21 women early this summer to begin the 15-month training to serve on subs beginning in the fall of 2011. The smoking ban takes effect Jan. 1.

The Nuclear Triad

The Rhode Island is an Ohio-class submarine, the largest model in the U.S. fleet. At about 560 feet long and 42 feet in diameter, Ohio-class submarines hold 24 Trident ballistic missile tubes and four torpedo tubes. The Navy's fleet of 14 SSBNs is based at King's Bay and at Bangor, Wash.

The Trident subs, known as "boomers," are powered by a single-shaft nuclear reactor. They can carry more than 16 tons, travel more than 20 knots -- more than 23 miles per hour -- and submerge more than 800 feet, according to Navy officials who keep their exact capabilities secret.

Part of the nuclear deterrent triad along with land-based intercontinental ballistic missiles and Air Force bombers, the Tridents' sole mission is to deter a nuclear attack through its ultimate strike capabilities. A command from the president, passed through U.S. Strategic Command and ultimately to the ship's captain, allows the crew to fire a long-range ballistic missile in a matter of minutes.

The Trident is a three-stage missile powered by solid rocket motors. It's about 44 feet long and 7 feet in diameter, and weighs about 120,000 pounds, according to information provided by public affairs officials. Each has a range of more than 4,000 miles.

Touring the Boomer

The boomer's design of massive missile tubes occupying the bulk of the midsection and extending vertically through four levels is the focal point of the vessel and a reminder of the singular mission of deterrence. The space between the tanks makes up the hallways. Small rooms, such as the nine-person enlisted berthing cabins -- three sets of bunks with three beds each -- and a couple of bathrooms, known as "heads," are tucked in between.

The galley and crew's mess are nearby on the same level and they present a nearly constant hub of activity. The Navy is known for providing good meals, and if the Rhode Island is an indication, submarines are among the best. The boat's head chef, Petty Officer 1st Class Daniell Pinero, a former chef for the secretary of defense, and his crew provide three hot meals each day as well as late-evening snacks.

Stocking the galley for a three-month tour is no small undertaking. A lengthy shopping list includes, for example, 530 pounds of coffee, 22,140 eggs, 800 pounds of butter, 504 bags of microwave popcorn and 21,000 biodegradable weights to sink trash in the ocean. Because all food must be purchased and stored before the start of the tours, fresh produce is a scarce commodity enjoyed in the early days of each patrol. Still, there are few complaints. Pizza, spaghetti, turkey and dressing, ham and sweet potatoes, rolls, cakes and pies -– all homemade -– were provided during the media visit.

"I gain 10 pounds every time we go out," Cmdr. Robert J. Clark, commanding officer and captain for one of the Rhode Island's two rotating crews, said.

Exercise equipment is placed sporadically around the ship – cardio machines and free weights – wherever there is a little spare room. But as Clark and others noted, any weight gained on board is lost during shore duty.

A Tight-knit Community

Clark is the commanding officer and captain of the Rhode Island's blue crew, which carried the media representatives during their visit. His executive officer, or second in command, is Lt. Cmdr. Paul Pampuro.

Each Trident sub includes two crews of 15 officers and about 140 enlisted men, known as the blue and gold crews, each with its own commanding officer. Each crew rotates onto submarine duty about every 112 days, while the other crew stays at base for training and preparation for the next time at sea.

A snapshot of the crew is one that is young, smart, and committed to the mission and fellow crewmembers. The average age is 23, and many have engineering, math or science degrees.

Ask submariners what they enjoy most about their work and the answer usually is the camaraderie of a tight-knit community, the highly specialized work, and the importance of the mission.

Lt. Colin Myers is a Naval Academy graduate who serves as the sub's main propulsion assistant, assistant security manager, intelligence officer and ship self-assessment coordinator. He said he enjoys the Rhode Island because of the quality of the crew.

"These are a lot of really smart guys," Myers said. "Some are double majors. It's a volunteer force, so they really want to be here." He added that because the submarine force is small, there are many opportunities and officers advance quickly; some obtain command by their mid-30s.

Serving on a submarine -– mostly submerged for three months with only periscopes to see out -- also can be stressful, tedious and boring, submariners say. The days are long, sleep is minimal, and submariners are surprisingly disconnected. E-mail is sporadic, only coming through every couple of days when an antenna is connected to the sail -- a submarine's exterior tower-like structure -- and attachments are not allowed. There are no phone calls; no text messages. Still, some say they don't mind being disconnected.

"You either love it or hate it," said Petty Officer 2nd Class Calvin Hurt, the torpedo room supervisor.

Reality in Mission Control

Around 9 p.m., some off-duty crew members gather in the mess to wind down with a movie. The chef has made pizza and Buffalo wings, and someone pops in the 1990 movie, "The Hunt for Red October."

"This is a comedy!" a long-time submariner proclaimed as the crew laughed at the creative license Hollywood took in producing the action-packed drama of a Trident submarine executive officer, played by Denzel Washington, who leads a mutiny after the captain, played by Gene Hackman, decides to launch a ballistic missile at a perceived Soviet threat.

In the real world of Trident subs, protocol and procedures rule. In the control room, the sub's nerve center, each area is manned in six-hour shifts with full attention on the equipment. The mission is to keep the boomer undetected, while detecting everything else around it.

In the front of the room, three enlisted men watch location and conditions on monitors while two of them do their part to "drive" the sub with long-handled steering wheels. Behind them, two others man multiple screens that track sonar and acoustics, analyzing sounds from as far away as 75,000 yards. Behind them, an officer always is watching through the periscope, and those images are provided on computer screens. Coordinates are constantly being called out above the sound of the equipment, and the standard response "very well" acknowledges receipt of the information.

Many of the screens are marked "Secret," and all of the crew has security clearances. While each has his own job specialty, all are cross-trained and expected to be able to do multiple jobs, Rolinger said. "Everyone is an expert at damage control," he said, noting the crew practices multiple drills -– from firing torpedoes to putting out fires –- several times per week.

During a missile release test, Clark stands in the center of the control room receiving information from every possible data point, some relayed repeatedly to ensure conditions have not changed. "All missiles will be released," he announces along with the exact time so all clocks are synchronized to the exact second.

"This is the captain. This is an exercise," Clark says over the sub's speaker system.

Down the hall, two crew members man the missile control center, divided between "launcher" and "fire" controls. The U.S. ballistic missile fleet fires four test missiles each year, and has had 124 consecutive successful tests in 20 years, Cmdr. Michael Sowa, deputy chief of staff of strategic weapons for Submarine Group 10, said. The tests also serve as a deterrent, and foreign countries are notified before testing begins, he added.

"The system works well, even better than it was designed to work," Sowa said. The British, French, and Russians also test ballistic missiles, and the Chinese are developing the capabilities, he said.

"The SSBN mission is to deter," Sowa added. "So, if we must launch, we've failed our mission."

Earning Their Dolphins

A more likely scenario than the release of a Trident missile is the release of a torpedo. Back toward the front end of the sub and down the stairs next to the smoking room, two crew members man the torpedo controls, watching red and green lights for the status of torpedoes that lie horizontally on hydraulic lifts. They hold several exercises each week to practice firing torpedoes, and avoiding torpedoes from an enemy.

"Everything we do down here, we get one minute to do it in," Hurt said. A submariner for four years, he said he now loves the job that is very trying for the first two years.

Three sailors earned the title of submariner here on Aug. 16 when they were presented the coveted Dolphin pins, which come only after a new crew member proves within 10 months that he has a basic understanding of everything on the boat. Clark presented the pins during a ceremony in the crew's mess.

"The whole thing is a little overwhelming," Petty Officer 3rd Class Patrick Iverson, 20, of Freeport, Ill., said after receiving his pin. "With this, you know you've earned the respect of your fellow shipmates."

Petty Officer 1st Class Herwin Marcia, who has served on submarines for 13 years, still remembers the stress of being new on a submarine.

"It's a big culture shock," he said. "You have to catch up to where you can support everyone else. You have to be ready when called on. We don't have time to wait."

TAPS Mentors Support Families of Fallen

WASHINGTON, Aug. 19, 2010 - The day Scott Warner saw Marines standing at his front door, his world came to a crashing halt.

The servicemembers told Warner that his son, Marine Pvt. Heath Warner, had been killed by a roadside bomb in Iraq's Anbar province.

Warner and his family, including his two younger sons, tried to come to terms with the tremendous loss while also attempting to navigate a huge and vastly unfamiliar military system.

"We were thrust into this military world that we didn't know how to interact with and didn't know how to connect with," Warner said. "At the same time, we had to deal with the death of our son."

Warner eventually found the support he needed through the military and the Tragedy Assistance Program for Survivors, a nonprofit organization devoted to helping families of the military fallen. And nearly four years later, he's now dedicated himself to ensuring other families don't experience that same sense of overwhelming confusion after such a profound loss.

Warner is a volunteer with the TAPS Peer Mentor Program, a peer-to-peer program for people who have lost military loved ones. The program pairs survivors who are further along in their journey of recovery with those who are experiencing a more recent loss.

"It's someone saying, 'My story is quieter now, and I want to help others along with the process,'" Debbie Dey, the mentor program manager, said.

Mentors offer everything from a shoulder to cry on to connections to helping resources, Dey explained. Mentors aren't counselors or advisors, she added -- they're new friends who will commit to being there for others.

Mentors ideally are paired with survivors within 48 hours of their request for a mentor, Dey said, and the goal is to match people based on relationship first, followed by circumstances of death and branch of service. So, a mother of a soldier who was killed by a roadside bomb in Afghanistan will be paired, if possible, with another mother whose soldier son died in similar circumstances, she explained.

The similarities help to create common bonds, Dey said. "Survivors are so grateful to have an ear from someone who understands their loss," she added.

In turn, the mentors often gain as much from the relationship as the person being mentored. "It's very therapeutic on both sides," Dey said. "And it can offer a stepping stone for both relationships. Their circumstances may be different, their relationship with a loved one may be different, but they're offering each other hope for the future."

Meagan Staats said she has found healing by serving as a peer mentor. But just four years earlier, she never imagined being able to undertake the task. On Dec. 16, 2006, two soldiers came to her home to notify her of her husband's death. Her husband, Army Staff Sgt. David Staats, had been killed by a roadside bomb in Iraq. The devastation was immediate and life-altering, she said.

"My stomach still hurts when I see soldiers in Class A's," she said, referring to the dress uniforms the notification team members were wearing.

Staats sat with the soldiers for several hours, showing them pictures and sharing stories about her husband. But her thoughts were on her daughter, whom she had dropped off at a birthday party a few hours earlier, and how she was going to tell the 7-year-old that her father was now dead.

When her daughter arrived home, Staats said, she didn't sugarcoat the news; she told her daughter that her father had died in Iraq. Her daughter went into her room and screamed into a pillow. "I felt so hopeless," she said. "It was traumatic."

Staats avoided counseling, and she and her daughter struggled with the weight of the loss. Having heard about TAPS, Staats and her daughter went to their first TAPS regional meeting eight months out from their loss, marking "the start of our healing," she said.

Two years later, Staats was asked to become a mentor. After extensive online and in-person training, she was assigned to be a mentor for a woman in Colorado Springs, Colo.

"I was scared to take that on, because I felt responsible and didn't know if I could help her," she said. "I weighed the decision for a few days."

Staats decided to make the call and "just listened and listened," she said. "Hopefully, that was helpful for her."

She since has mentored nearly a dozen other widows through TAPS. She's now mentoring two women, one of whom she has never met. But they exchange text messages and e-mails frequently, she said.

Staats has benefited so much from her volunteer work she refers to it as self-serving. "We really help each other on our journey," she said. "It's healing to me to feel like I'm serving a purpose."

Warner describes being a mentor as "paying it forward."

"The only people that can understand and really help other people are the people who have walked in the steps that they're walking," he said.

But like Staats, Warner has had his moments of self-doubt. He recently was called on to mentor a father from California whose son had died while home on leave from a deployment. The servicemember died in his father's arms. The father took a leave of absence from work, but due to a procedural glitch, he was terminated from his job. The family dipped into most of their financial assets and was heading toward foreclosure.

"It was the worst-case scenario in trying to provide some type of encouragement," Warner said. "Not only did they lose their son and their life turned upside-down, their whole life was coming unglued. It was really hard."

Warner talked the family into attending a TAPS national conference, where he and other TAPS members offered as much emotional support as they could. This was a tough situation, Warner noted, but still rewarding to him to help.

"Being a peer mentor has been a very positive thing," he said. "Having relationships with people who don't judge, who offer encouragement, those are positive things. There's no wrong way to grieve. It's the journey you're on. You have to walk it."

Mentor relationships can become lasting ones, Dey noted. She's heard of families staying in close contact or taking vacations together. But whether they stay in touch for a month or for years, "the bond is very genuine," she said. "It's a beautiful and unique relationship."

Staats said she's just grateful for the opportunity to help others, and herself along the way.

"The loss is profound, but what we've gained is immeasurable," she said. "I've never known friendships like this."
